The Government of Canada has introduced two new immigration pilots to help rural and Francophone minority communities attract and retain skilled newcomers. These programs build on the success of the Rural and Northern Immigration Pilot (RNIP) and aim to address demographic and labour market challenges in communities outside major urban centers.

Announced by Immigration Minister Marc Miller, the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) will provide 18 selected communities with a dedicated pathway to permanent residence for newcomers who can fill critical job shortages and are committed to living long-term in these regions.

What Are the New Immigration Pilots?

  1. Rural Community Immigration Pilot (RCIP)
  • Supports rural communities in addressing labour shortages and helping local businesses find skilled workers.
  • Provides a pathway to permanent residence for newcomers willing to settle in rural regions.
  1. Francophone Community Immigration Pilot (FCIP)
  • Focuses on increasing the number of French-speaking newcomers settling in Francophone minority communities outside of Quebec.
  • Aims to strengthen the economic development and demographic sustainability of Francophone communities across Canada.

Each selected community will be represented by a local economic development organization that will collaborate with Immigration, Refugees, and Citizenship Canada (IRCC) to:

  • Identify critical labour shortages.
  • Designate trustworthy employers.
  • Recommend eligible candidates for permanent residence.

  • Ontario: Sudbury, Timmins, Superior East Region
  • Manitoba: Pierre Jolys
  • British Columbia:Kelowna
